Apparently, Tamerlan Tsarnaev (the older brother) was investigated in 2011 by the FBI when Russia warned the United States about Tsarnaev becoming more radical. The FBI claims they investigated, claimed they found no evidence, and closed the file.
In 2012 Tsarnaev returned to Russia. It’s quite possible that he returned to a radical Islam area of Chechnya to train and, perhaps, learn to build bombs. The FBI didn’t raise concern about his travels.
